CUEPACS Reminds Civil Servants: No Social Media While on Duty

The Congress of Unions of Employees in the Public Service (CUEPACS) strongly reminded all civil servants not to actively use social media platforms, such as TikTok and Facebook, during working hours.

Datuk Dr. Adnan Mat, President of CUEPACS, emphasised that the Public Service Department’s June 2013 circular clearly outlines the expectation for civil servants to dedicate their full attention to their official duties.

“The use of social media while on duty without official necessity may be considered to affect productivity and is contrary to the Public Servants (Conduct and Discipline) Regulations 1993 [PU (A) 395/1993],” Dr. Adnan stated in a statement to Harian Metro.

He urged all civil servants to adhere to these guidelines to uphold the integrity and professionalism of the public service.

When asked about the number of civil servants who have faced disciplinary action for violating these regulations, Dr. Adnan clarified that CUEPACS does not have access to such specific data. However, he noted that the Public Service Department and the Public Service Commission maintain records and monitoring mechanisms for these matters.

Upholding Public Service Integrity

“More importantly, CUEPACS urges all civil servants to always adhere to the ethics and code of conduct outlined in the service, including when using social media, to safeguard the dignity and reputation of the public service in the eyes of the people,” he added.

Dr. Adnan further called upon civil servants to maintain a high level of professionalism and leverage social media as a positive tool for disseminating constructive information, rather than using it in a manner that could tarnish the image of their department or the government.

“Integrity and focus on duty are the foundation of the people’s confidence in the country’s public service,” he concluded.
