Terrorist groups are increasingly turning to artificial intelligence (AI) to spread their toxic ideologies and recruit new followers, particularly among the youth. This alarming trend has been uncovered by the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT).
Terrorists Exploit AI for Propaganda
According to SEARCCT, extremist organisations are using AI to create targeted propaganda. They tailor this propaganda to specific audiences by exploiting their socio-linguistic backgrounds and preferences. This sophisticated approach is making it increasingly difficult to combat. Furthermore, the spread of radicalisation continues to grow.
“The misuse of new technologies by terrorists poses significant challenges, not just in Malaysia but also to the global community,” said SEARCCT director-general Datuk Ganeson Sivagurunathan. He emphasised that the evolving nature of terrorism demands innovative countermeasures to stay ahead of the threat.
While no AI-related violent incidents have occurred in Malaysia yet, SEARCCT is actively monitoring the situation and developing strategies to counter this emerging threat. The agency is focusing on public awareness campaigns, capacity-building programs, and research into AI to better understand and combat its misuse by terrorist groups.
Youth are seen as particularly vulnerable to AI-driven propaganda due to their heavy reliance on social media. SEARCCT is utilising AI itself to create positive content and counter-narratives to build resilience among young people.

Ganeson stressed the importance of enhancing digital literacy and skills within the community to fortify defences against the malicious use of technology. By understanding the allure of Artificial Intelligence for terrorist groups, authorities can develop more effective countermeasures to protect society.
Ultimately, the battle against terrorism requires a multi-faceted approach that includes technological innovation, public education, and international cooperation. As AI continues to advance, so too must the efforts to prevent its exploitation by those seeking to do harm.
