Beyond Consumption: Malaysia Develops Bahasa Malaysia-Native AI Model
The Malaysian government is moving forward with plans to develop a homegrown AI model that operates entirely in Bahasa Malaysia, a significant step aimed at bolstering the nation’s digital sovereignty and data security. The initiative seeks to reduce Malaysia’s reliance on foreign-owned AI technologies, ensuring that the country’s digital ecosystem is grounded in local values and cultural nuances.

Deputy Digital Minister Datuk Wilson Ugak Kumbong stated that this project, known as the National Large Language Model (NLLM), is a collaborative effort between the Digital Ministry, local industry players, universities, and other providers. The NLLM’s development will encompass critical areas, including model engineering, data processing, and the establishment of robust computing infrastructure and data centres.
This AI agenda is part of the 13th Malaysia Plan (13MP) and will be executed in a phased manner. It focuses on several key pillars: strengthening infrastructure, improving digital literacy, and supporting both urban and rural communities. The government also plans to review a proposal for an Islamic AI system to ensure the technology aligns with national ethics and values.

The move comes as Malaysia aims to become a regional leader in AI, with a focus on creating technology that not only meets international standards but also serves local needs. By developing a model that is fluent in Bahasa Malaysia, as well as regional dialects, the government hopes to create a tool that is more accessible and relevant to all Malaysians.
In a related effort, Malaysia has also established the National AI Office (NAIO) to drive the country’s AI agenda. The NAIO is tasked with accelerating AI adoption across various sectors, fostering innovation, and ensuring the ethical and secure development of AI technologies. This collective push reflects a broader national strategy to transform Malaysia from an AI consumer to an AI producer, strengthening its position in the global digital landscape.
