New Regulatory Framework Aims to Enhance Online Safety in Malaysia

In a move to enhance online safety, the Malaysian Communications and Multimedia Commission (MCMC) has made an important announcement. Consequently, starting on 1st August, all social media and online messaging platforms in Malaysia with at least eight million users must obtain a government license. Furthermore, this directive is part of a new regulatory framework. Specifically, it aims to create a safer online ecosystem.

The MCMC stated that the licence requirement will be enforced beginning January 1, 2025. “Failure to obtain a licence after the effective date would be an offence, and appropriate legal action can be taken under the Communications and Multimedia Act,” the commission warned in its statement.

This regulatory framework aligns with the Malaysian Cabinet’s decision. Moreover, it ensures that social media and online messaging platforms adhere to national laws. Additionally, the framework aims to actively combat cybercrime. Key areas of concern include online scams and fraud, cyberbullying, and sexual crimes against children.

“Previously, these services were exempted from licensing requirements based on the Communications and Multimedia (Licensing) (Exemption) Order 2000. This new regulatory framework only applies to services that meet the licensing eligibility criteria and does not involve its users,” the MCMC clarified.
